A connection cannot be established

To whom it may concern,

Recently, I login into my standalone SQL server and click onto the Enterprise
manager. I can see that the SQL database is started(green arrow)
but connection cannot be established(red curly line).

It will pops out this message:'A connection cannot be established- Timeout
expired'.
Hence, I can't see any database folder, management folder and etc... as the
connection cannot be established.

In short, the SQL is started and running but connection cannot be established.

Urgently required solution.
