This virus havoc is the result of lack of user training. Everyone that was
infected by the virus should be given the same punishment as the author of
this virus. Perhaps, the punishment should be a warning that it is not nice
to be careless.

Well, it's like the difference between murder and manslaughter: one is with
intent and the other is without intent.
Speaking of intent, I find it interesting to ponder the possibility that
whoever sent out the virus may have done so by accident:

I don't think that is fair. If the virus havoc is a result of user training
then the ones
responsible for providing the training should be punished. And maybe email
systems
have gotten too fancy. I still remember my crude Unix text-based email on
the Sun...
