I found some usefull info on About.com regarding Netmeeting. A friend and I
managed to get a session going and shared an application (he could see what
I was doing while working in FrontPage). You have to connect through an
"ILS" server or MS Messenger. We used the server "ils.ctdepot.com".

Which version of NetMeeting have you Downloaded? what OS system are you running.
is it a USB Cam. Have you installed the drivers for this Cam?. IF it is a
USB have you enabled the usb port?.after you have run the setup programme
did you setup the video and sound. If you cannot see youself in NetMeeting
have you clicked on SEND in "Tools" drop down menu?. If you have the person
IP address you can talk direct they must have yours also this can be found
by creating a short cut with the command line of; WINIPCFG.EXE click on
it when you are on line and note the IP Address send it in an E-mail your
friend should do likewise then call them with the IP address
