popup layer on mouseover like pointroll

Anybody know how to create a popup layer when the mouse go over a link or
an image.

I want to create mini-webpage in the same page.
I have include that on the following URl:
http://www.ipnet.be/richmedia/banner/pointroll/top_rollover.html

This is a propriate code (not open source) but I think that this method would
be great for each site.
