I'm starting college for Computer Programming this winter, and I would like
to know the difference between web page designer and web developer? I don't
understand!

IMHO, a web page designer is concerned with the appearance of a page, making
it look pretty, pleasing to the eye, etc.
A web developer works primarily on the back-end writing ASP pages to query
SQL databases, B2B, etc.

They can be one and the same. But if I had to define these titles, I would
have to say that a "web page designer" takes care of laying out a web page,
that is, making sure that the page looks nice and professional. putting everything
in the right place.
I would say that a "web developer" develops applications that run on the
web. A web developer is more of a programmer. He or she would make apps
using a programming language such as C++, or ASP, or Delphi, etc.... These
would be apps that the "web page designer" can then call form his or her
pages.
