applet read/write local files

hellllo

I am creating an client -server application on a a local network(applet-servlet,
where the applet should be enble to read/write on local PC's files).
I wonder if there is anyway to enable my applet so they can access the local
file without geting certificates form a certificate authorities ( That is,
I don't want to pay yearly fee for an small local network). I heard a solution
is to install my applets on the local hard disk, but I don't want to do that.

Is there anyway to do this?
Is there a way to create dummy certificate just for the local netwrok?
