Try giving the Web Anonymous user execute permissions on the subdirectory
containing the DLL...
C:\Program Files\Common Files\designer\ [MSDERUN.DLL]

This issue is VERY common, and I have seen many discussion threads regarding
the issue. I hope the above works!
