IE has a feature that allows you to send a web page by email.

I would like to build this feature into a page using code, therefore the end
user clicks on a button and Outlook opens (allowing the end user to enter
the to, cc, subject, etc.) while the web page itself is the body of the
message.

I want to include this option for report pages that do not show menu
options.
