Very slow start of .NET application on Windows 98

I wrote a VB.NET app , which runs fine on XP, but when I tried to run it on Windows 98se , it takes so long to load (almost a 20 seconds before my first form (splash screen) is shown. The win 98 machine is a bit slower than my XP machine (Win98 - P3-800, 256mb), (XP - P4-1.2G, 256mb)

any advice would be appreciated,
