Formatting New Window

This is probably a stupid question but here it goes anyway.

I use this line to open a new window.

<form id="frmALS" method="post" action="http://www.wildlifelicense.com/hzbg/usis_login.php" target="_blank">

Is there anyway to format the window being opened or can you only do that using the window.open() function. I'm doing it this way for a reason so I was just wondering. Thanks in advance.
