Anyone have any recommendation of a tool that will generate an RDL file from parameters at runtime?

wel as it is XML based i would say write one yourself
investigate the schema

and wite yourself a wrapper ,,, i recomend VB.NET for this as XML reading , writing , parsing is much easier on the .Net platform
