There is a HUGE amount of good freeware available for that. Since you'll need a Java JDK to start with you can go to java.sun.com and download a JDK bundled with a full up development IDE called NetBeans.

Download Java 2 Platform, Standard Edition from
http://java.sun.com/j2se/1.4.2/download.html
You can also practice coding online at http://www.devsquare.com

Try Optistic's IDX Java IDE (http://www.optistic.com/idx). It's not feature bloated, and great for beginner developers. The editor really provides a lot of information about your code elements.
