when I send "GET" or "POST" request to my Server, from Server Side, it receive two requests. Such as I send "GET /index.html HTTP/1.0....." . server got "GET /index.html HTTP/1.0....." and "GET /index.html HTTP/1.1....." .

    I send "POST /index.html HTTP/1.0....." . server got "POST /index.html HTTP/1.0....." and "GET /index.html HTTP/1.1....." .

I donot why it send it automaticLLY. HOW CAN I FIX THIS PROBLEM?

Well it shouldn't be doing that no. Please post the piece of your code where you op[en the connection. Something is wrong in there.

Try to isolate the problem to the server vs browser:
How does the server respond when you use a commerical browser like IE or NS? Does it still studder?
Does your browser send both HTTP/1.0 and HTTP/1.1?
