This devx.com site was done so nicely. I was wondering what was used for its development? What tools etc.

Thank you for the nice comments and I'm sorry I didn't respond earlier.

These forums run on a software package called vBulletin. The main site, www.devx.com, runs on the ColdFusion platform. The client-side code is all proprietary--we have an in-house custom content management system which handles the presentation layer dynamically. Our database is SQL Server.
