Flash Web Accessibility Question

Hi
I have a question about using a Flash file. I have a page which needs to be 508 and accessibility complaint that displays a flash file. I have created a GIF version of the flash file and I am using that in the NOEMBED tag. The question here is do I still need a description OR a D link after the flash file or should that be enough.
