How can I know the content of Picture ?

Is there any way by using Vb.Net 2003 to made an application that can Identify the content of any picture ?

For example:

If I have adult content picture can I made an application that Identify this picture has adult content by using the picture name or any thing else.

I don't think you can identify the content of a picture with a program. You can always try to read the file name but I doubt that it would be enough to block all adult pictures.
The best thing is to have someone take a look at the picture to approve them before they become visible to everyone.
