Visual SlickEdit 5, (http://www.slickedit.com/) is excellent.
It does syntax tagging, highlighting etc. for a huge number of languages
(incl. Javascript) but not XML. It even understands embedded code, including
ASP pages. Has a full macro language and runs on nearly all flavours of Unix,
Windows etc.
Does great cross-referencing as well, give it a source tree and it makes
it a million times easier to navigate.

Sadly not, it's very far from free. Try the 30 day full demo, though.
The only free one I can think of would be TextPad (don't know the url) or
if you want colour highlighting try the MS Script Debugger.
