Steps for developing commercial application

Hello, I am not sure how to go about this, but if I am creating a web application, what are the first steps I must take in order to execute this in the most effective manner? I hear that I need to get a Systems Analyst and Data Architect in order to create some sort of documentation before any production can be committed to. Does this sound correct? If so, should I look for a firm in order to produce these documents or should I look for freelancers? Where can I find these? Thank You, Aldo
