Deleting a file using Windows Service

I have a windows service that sits on my server deleting files generated by an ASP website on the same box. The only problem is that it keeps experiencing 'Access denied'...

Error: Access to the path 'New Text Document.csv' is denied.

can I set the file that I create to be accessible to all. It seems to work if I set the files security to Full control for MachineName\Users.

Or Could I set the service to run as an administrator?

    I am using VB.Net 2005

The first step I would take to resolve this is to set the service to run as administrator.

I am not sure how to do that exactly. Any hints on how to do that?
