vb6 error opening excel

Hi
run my program from a .exe it will error out on the line that creates an excel object
Set XLAPP2 = CreateObject("Excel.application")
If I step thru it in the debugger it runs just fine any suggestions

1004 method of object failed
I have a workaround when I capture the error in my error handler i recall the sub and it works. I don't like it but it will get me by till I find out what is wrong.
