Table relationships
Ok. This should be a easy one.
I have three tables: Program, project and folder. A program can have multiple projects and a project can have multiple folders. And, a program can multiple folders. What is the best way to set up this type of relationship?

In the in all three tables, establish a field for program code. This will link program to the other two.
In the project and folder table, set up a field for project code. This will link those two at that level.
