Calling a java function from oracle

Hello Everyone,
i am trying to notify/call a function of a small java program (that runs all the time ) when ever there is a modification in a database. i know we can use triggers for that but program is running all the time(outside oracle) and it is not loaded in the oracle. plz reply,

What program is running all the time outside of Oracle? The one you need to write or something else?

its a simple java program i wrote. i just want a function of that program to be called from a trigger in oracle. the function will just update values in the java program.

So, the "program" that you actually need to write is an Oracle database trigger?
