VB6 w/SP5 & WinXP w/SP3 ...

A user of my App is trying to install the App from a CD and he is instantly receiving a Windows error that says:

"Setup Bootstrap for Visual Basic Setup Toolkit has encountered a problem and needs to close. We are sorry for the inconvenience."
--------------

It is a Windows box error that then asks if he would like to report the problem to Microsoft. There is no more information on the error type itself.

More info:

-He uses WinXP
-His Windows Installer Service is on.
-Asked if he has VB on his computer he says he "only uses VB for writing Excel scripts"

I have distributed this App to many people on the CD over many different types of platforms and the CD has never been defective or had any file issues of its own. I have tried to find a solution using Google and can't seem to find anything on Microsoft's site in regards to the specifics here. Can anyone help, or point me in the right direction to what might be causing this?

PS: Is there Windows log that can be checked for more specifics on the error?
