NUM_ROWS is blank

The NUM_ROWS column in the USER_TABLES view is blank for some tables even
though all the tables are populated. Does anyone have an idea why?

Your tables have never been ANALYZED

ie

ANALYZE TABLE EMP COMPUTE STATISTICS;

Analyze is an SQLPLUS statement that produces statistical data about tables,
indexes and clusters. These stats are then used by the cost based optimiser
to optimise the query plan for SQL statements
