Download the Java 2 Platform Standard Edition?

Can editers like SlickEdit be used for developing GUI's visually? If not,
what are some IDE's that can be used to layout visually an Applet GUI? One
with various form objects like textbox, listboxs etc....? Hope this does not
have to be done strictly through code!

When do I need to get a full Jave IDE like what Borland produces?
