    where should i place jsp bean in jakarta-tomcat ?

    You can place them anywhere you want but add that location to the user class
    path. Take a look at your initialization logs for directories which content
    may be automatically added to the user class path at init time (do not mix
    the directories which content is automatically added to the user classpath
    with other which are part of the boot class path).

    keep the jsp beans in WEB-INF folder of the document root directory...!
