Is application server that comes with j2ee good enough for deployment of
a fully j2ee compliant 3-tier application, or is it only a testing enviromnet
and do I need to aquire a commercial application server such as Oracle 9iAS?

Yes, you can deploy with it. I don't think you can do EJBs with it though
(which are not required to do J2EE). Check out JBoss.
