I am looking for the following XML-based tool.

1. XML schema that describes a database schema (tables, indexes, views, procedures,
functions, triggers, constraints, seed data, etc) in a database vendor independent
language (Oracle, SQL Server, DB2)

2. Deployment tool (could be XSLT based or anything else for that matter)
that installs and/or upgrades the database schema according to the description
in the XML files

I've been looking around for quite a while now ... no luck. I may just be
looking in the wrong places.
