How can I start a program when a application is closing ?

We do it by spawning off the new application that waits 4 seconds, then kills
the old app. Works great. You must wait the 3 - 4 seconds or it wont work
for some odd reason.

I want to write a program that detects a closing application, and then log
it's name, does anybody has an idea how this is done ?
