I have a project to record voice inputs from the users. This input need to
Time stamped in VOICE. Thus when the voice file is played back it sounds
like a talking clock eg "7:40 AM ______"

I would appreciate your help in tackling this problem. I would also appreciate
information on third party controls which could convert Text to Voice and
Voice to Text conversion. I tried Dragon system to convert voice to text
but it has painfully long training sessions for each user.
