How to link a database and a HTML page ?

How an HTML page in dreamweaver can be connected to a database. I want to
enable visitors of the site to consult personal info on the server from the
database by using a user name and a password.
On other hand, I'd like to know how to procceed to create an HTML page which
allows ONLY certain users to update the database on the server...??? (through
Dreamweaver)
