    Essentially you can't.

The alternative is to distribute the Access run time which is absolutely huge.

You need to have the Developer's edition of MS Access... which allows you
to do exactly that, royalty free.

    Omar,
This will require the use of the Microsoft Office Developer's Edition
of Office, which can be purchased through Microsoft, for approximately $600
US. This cost is because Microsoft REQUIRES a royalty payment for the use
of the Access engine, and rather than collecting the royalty every time you
sell or distribute an application with the Access RUN_TIME version, they
charge a ONE-TIME fee, up front, and you may then sell as many copies of
    your program as you desire.

Alternatively, You can develop you ENTIRE appliation in Visual Basic, and
because the JET engine is the Native database format supported by VB, you
can freely distribute your program (with the associated MDB file as the database
storage vehicle) without requiring that the User OWN Access, in order to
use your program. That will also mean, that the user MAY NOT open the database
file (Name.MDB) through any mechanism other that your program. YOu can create
the databse either using VB completely, or by using Access on your machine
(where you own the licence for Access), and then distribute the Access file
(Name.MDB) BUT NOT the Access program (msaccess.exe).
