video conferencing. AVI or compressed images.

I am working on a video conferencing project over the internet.
All is writed in VB. Encoder, video and audio server, player.

I have a existential question because after a lot of tests I don't know the
    best way to apply.

    - Send compressed image (jpg or other format). In this case the rate is not
very good and video is not linear (max 2 frame by sec depending on the
size and the reduction of the image.

    - Use Real player or Windows media technologies. In this case I have 30
secondes of response time between encoder and player.

    - Send AVI file with a strong codec. In this case I don't know how dispaying
video in real time. I beleive it is the best solution but I have not the
knowledge and samples for do that.

Please a little help for a poor guy.
