You must first: buy a few credits in http://www.sms-wap.com/index.html
And second: Use their VisualBasic or HTML code to send SMS to any country.

Hi,
if you are looking out only to send the sms from your desk top then u can
try clicktal.com which will allow you to send 5 free sms world wide . if
you are trying to develop your own application to send SMS using GSM modem
or cell phone attached to your com port e.g nokia 7110 with data cable and
u can use GPA technology SMS Gateway . let me know if you need any more help
