How can I append a record on the bottom of Access table with VB?

First of all, you're really in the wrong newsgroup. This one is for
object-oriented programming.

Second, Access tables are typically indexed and so items are inserted in
order according to one or more indexes. I'm not a DB expert but I kind of
doubt what you are asking has much meaning in the end.
