Why is the debugger still running when I load more than one form?

All i am doing is launching one form from another and when I close them both,
the debugger is still running. What am I doing wrong?

private void menuFileOpenIssuer_Click(object sender, System.EventArgs e)
{
IssuerEdit ie = new IssuerEdit();
ie.MdiParent = this;
ie.Show();
}
