Color of an Image Border

How can I change the color of an image border (that is not a link)?

Dreamweaver puts a <FONT COLOR=...>, but it does not work on IE.

You can use a stylesheet tag. For example:
<IMG SRC="image.jpg" WIDTH="40" HEIGHT="40" border="4" STYLE="border-color:
ff0000;">
