Link to run an EXE file

Can anyone tell me how to link to an exe file from a web page to execute it
without the browser asking wether you want to run from present location or
    download.

i.e. How can I create a link on a web page to execute c:\windows\notepad.exe

    Thanks

That is a function of the "permission" settings on the server.
You might be able to get your ISP to create a specific directory for you
    that executes executables.
