    is there a way to know if there is anyone using a database in a network connection?

    If you issue a
    OPEN DATABASE mydbc EXCLUSIVE
    and it returns a "File access is denied" (Error 1705, I think),
    then someone else is using your database.

    You can elegantly trap that error and recover gracefully
    to wherever else you need to go next.
