Re: Basic Question about ASP.Net..
A not so nice answer would be RTFM.
A nicer answer would be: The .Net framework can be downloaded from the MS
website. The best way to go about learning all this stuff would be to buy
Visual Studio.Net. It comes with pretty much everything you need, including
extensive helps and tutorials. On top of that I'd buy a book about .Net.
(targetted towards the area you're interested in most) Personally, I like
the Wrox books, but you can choose your own (Unleashed, Microsoft Press,
Oreily...).
Hope this help.

You are best off with Windows XP Professional. That way you can run a local
host web server, which means you can be self contained for web form development.
The Micorsoft Deluxe Learning Edition is an inexpensive way to get Visual
Studio, Sample files and a good step by step guide book. I've tried many
others but this one seems the best.
