Replace shutdown dialog with my dialog

I want to replace a "Shut Down Windows" dialog (this dialog appear when click
on Start\Shut Down. . .) with my dialog. I try it by a hook procedure
    (WH_SYSMSGFILTER),
so I use Spy++ and learn that WM_COMMAND with wParam = 00000002. My hook
procedure cannot catch this messages. How can I do? Is there any alternative
way? Could "Shell programing" help? The easy approach to debug hook procedure?

    Thank you very much.

You canīt to it , because some messages are locked by the system , so you
    canīt catch it.
