Question Windows File Synchronization to UNIX/Windows Clients

I've been tasked with replacing an existing file synchronization process (which utilizes Automize, Perl and RSync to periodically, on a user-defined frequency, copy files from and/or to preconfigured devices) to a Windows solution providing a GUI to the CWRsync product (open source), an DLL interface to the RSync Service running on both the server and clients.

Which would be better for the development of this task, the Classic VB or the .Net environment?

After reviewing many file copy and synchronization Posts here, I think there may be alternatives to the CWRsync method, perhaps this very task has been done by someone else.

Does anyone have any suggestions, recommendations, comments?
