Text to speech

I have found Microsoft Text to Speech control (xvoice.dll). Does anyone know about dependencies for this and whether it is
distributable?

I have tried google, most of the sites were foreign, and the one usefull looking one didn't work.
I was equally unsuccessful at msdn.microsoft.com (No matches found)

Yes the file schapi.exe is the distributable .
