Error CS0433

This was working last week honest.

I get an error

Compiler Error Message: CS0433: The type 'ASP.shared_controls_navigationbar_ascx' exists in both 'c:\WINDOWS\Microsoft.NET\Framework\v2.0.50727\Temporary ASP.NET Files\root\8238482c\ed5d8445\App_Web_rjfbhlxr.dll' and 'c:\WINDOWS\Microsoft.NET\Framework\v2.0.50727\Temporary ASP.NET Files\root\8238482c\ed5d8445\App_Web_zh-dekud.dll'

What does it mean I searched and found that this occurs more on deployment. I am running stricvtly by hitting F5.

Very frustrated. I have no idea how I got the error to begin with and I have no idea how to fix. the item I am seeing have to do with changing CodeFile to CodeBehind on each page I get an error when I do that. Also I do not have duplicates on the navigationbar usercontrol

Try deleting everything under your C:\WINDOWS\Microsoft.NET\Framework\v2.0.50727\Temporary ASP.NET Files\ directory.

Tried that it work for the first page but when I click to the next page I get the error again
