    convert txt file to shp file using visual basic 2008 express edition

    hello,

    how to convert the .txt(data -that have date,longitude,latitude,time) file to .shp file using VB 2008 express edition and the .shp just can read in ArcMap? the .txt is file of microsoft excel..really need help TQ
