Do you have any Web design experience? Do you know HTML? Graphics design?
Database design? Do you know the source of your phone directory data? Who
are your target users? What are your goals for the site? It would help if
you could explain what aspect(s) have you the most confused.

One book that comes to my mind for you is "Philip and Alex's Guide to Web
Publishing" by Philip Greenspun. While I don't agree with his anti-Microsoft
sentiments, he does a good job of explaining how web development works in
general--with an emphasis on database-driven sites.

I should have asked which, if any, programming languages you know. If this is a
learning project for you, I would suggest you pick up a copy of Visual Studio
..NET beta 2. With ASP.NET, ADO.NET, and your choice of VB .NET or C#, you can
learn Internet development from the ground up with what I think is the best
software out there (albeit, still in beta). If you decide to go this route, you
can look for books on http://www.dotnetbooks.com/ , focusing on the ASP.NET
titles. Of these, I have Wrox's "Professional ASP.NET". It's good, but was
released before beta 2 came out, and doesn't assume you have Visual Studio .NET
(much more work involved if you don't).

Visual InterDev creates active server pages, so my previous reading advice still
applies if you want to focus on learning the next version versus current. For
advice on Visual InterDev, I'd suggest you ask in the web.asp newsgroup.
