    ISDN modem communication

I want to transfer data between two PC by point-to-point modem communication.
The problem is that, there are a ISDN modem at one side and a normal modem
at the other side. It seems that I can not setup the connection by the AT
commands. Is it right that there is no way to make communication between
    ISDN modem and normal one.

You are right, there is no communication between ISDN box and normal
modem. The ISDN box isn't really a modem, people just call it that
because it is kind of like a modem. ISDN is a digital format, and your
modem converts analog signals to digital. Sorry for the bad news.
