Visual Development Tools that works on Sun Solaris / Netscape env.

I am looking for high level visual development tools that will work under
Sun Solaris and Netscape servers.
Trying to avoid coding at low level Java etc. The application is for intranet
(web). The tool should have easy GUI
creation widgets etc an be able to write event driven high level script.
Any direction is appreciated.
