creating a special file?

Hello, I want to make a file which include all my site settings like background,
font, color, cursors... I don't know how to do that. please help. My site
consists of frames!

It seems like what you want to do is create an external CSS file to be linked
to within each page.

There are lots of online resources to teach you CSS, but that's basically
what you want to do.
